Fifth Layout

Time has come for a new template. I am not proposing a radical change but the consolidation of the changes to the Fourth Template and the change of the external link handling.

My first thoughts were that I was going to try and get >a timed modal to replace the normal modal that I use for the shimmed external links. I still need to learn a lot more about jQuery to work out how the time-out and ready state works.

To get the timed modal to work I was struggling with the Bootstrap and the jQuery implementation.
