I can find no connection between Walter de Tey and Belchamp Walter other than an entry in P.H. Reaney's "The Place Names of Essex".
My current suspicion is that Reaney misinterpreted Morant.
This page has a photo of the Walter Belchamp Parochial Fees for the church.
I can see why my pages are difficult to follow as I need to be clearer on the connection to some of my research. For example, the Tithe Map and Apportionment from EASH is transcribed on my page on the Belchamps".
Walter de Tey - b. circa 1250 - 1270
It is not clear why the name Belchamp Walter is what is what it is. This page discusses the "Walter" part. Historically the village has had the name Belchamp William, Belchamp Simon and finally Walter Belchamp.
Walter de Tey is a name associated with the Medieval history of Belchamp Walter and possibly the reason for the Walter in village name Belchamp Walter.
This association was made in the history of the village that was recounted on the Village Hall Website. In fact the reference to belcham is not borne out in my copy of Domesday, a translation (edited) by John Morris and published by Phillimore.

In addition, I cannot find a reference Walter de Tey being a descendant of William de Beuchamp. The village of
Belchamp Walter was known up until the the 19th Century as Belchamp William, and the notion that it could just as
easily have been called Belchamp Simon, a known descendant of William de Beuchamp, is possible.
de Steyngreve and de Teye
Thomas Wright records that Isabel de Steyngreve was married to
Simon de Pateshull
of Bletsoe, Bedfordshire.
Dorothy Audham (Aldham) is cited as the Wife of Walter de Tey on geni.com.
Isabel de Steyngreve was a second marriage to Walter de Tey .

Roger de Mowbray, the son of Maud de Mowbray (daughter of William
de Beauchamp),
held lands here in 1281, of the earl of Oxford; his successor was his son John (de Mowbray)
and John de Steyngreve, on his death in 1295, also had
possessions here.
Isabel, his only daughter, was married to Simon de Pateshull,
who, in her right, held these lands at the time of his death, in 1296.
He left a son named John, and Isabel, his widow, was married to Walter de Tey (Walter was born between
circa 1250 and circa 1270).
In 1286, William de Montchensy died, holding this manor and other
estates, of the inheritance of his wife Beatrix, deceased, formerly wife of
Thomas Fitz-Otho.
His son William was his heir.
