Online Safety Bill - Why this is not going to make much difference

2023 - There is much in the news about the Online Safety Bill in that politians are being lobbied to support it. The problem with this, and other legislation, is making something illegal and calling for those that are responsible for a particular activitity, in this case "Big Tech", it does not mean that the rules can or will be followed.

To make matters worse is that those that are making the most noise about the issue of online security are those that least understand it.

Some of the terms used:

  • Section 184 - Proactive Technology
  • Extra-territorial application and jurisdiction
  • Section 231 - “Age verification” and “age estimation”

Proactive Technology

While this sounds like a good thing I am not sure what it means.

The bill says:

" 184 “Proactive technology”
(1) In this Act “proactive technology” means

  • (a) content moderation technology,
  • (b) user profiling technology, or
  • (c) behaviour identification technology, but this is subject to subsections (3) and (7).

With all of the above there is a large amount of co-operation from the platform providers and the time needed to review all the content that is on their sites.
