A webmaster is not the same as a website owner. In my case I am both.
The effective running of a website is a LOT of work, it really requires a team!

A Team
There are distinct roles that the members of this team need to assume. The creation of content, the translation of this content into webpages are not necassarily the same role. The admin and site maintenance are possibly a shared role with the content providers but upload of files to the webserver is only a small part of the administation.
