Mobile App rather than a Mobile Website

Reviewing a report about the on-going maintenance of the church one of the points for improvement was the creation of a Smartphone App to provide interpretation of the wall paintings.

The creation of a mobile app would be a lot of work and would require that ALL the information and photographs featured in the app have been incorporated into a fully functional website. I have seen too many apps where there is little more than just a user interface and no underlying functionality or real content.

How I would implement a mobile app for the Church

I would probably use a tool such as Apache Cordova. The reason for this is that I have experience with Apache and trust that it would be a tool I could work with.
