checkreading() Function

The checkreading() function is used in my example that checks to see if a user has scrolled to the end of an agreement before they are allowed to submit a request.

Tha basis of this technique uses the scrollHeight property/method, checking to see if the value is such that it ????? fits in the viewpoint ????
